Registration of Birth of a child born outside Sri Lanka

There are two types of Birth Certificates issued by the Sri Lanka Diplomatic Representations abroad for children who are born outside Sri Lanka.  These are Citizenship Certificate issued under the Section 5(2) of the Citizenship Act and the Consular Birth Certificate issued under the provisions of the Births and Deaths Registration Act and the Consular Functions Act.

Registration of Birth under the Births and Deaths Registration Act (Chapter 110)

Under the provisions of the Consular functions Act No. 4 of 1981 every Diplomatic or Consular Officer of Sri Lanka Diplomatic Missions abroad is an Additional District Registrar for any district in Sri Lanka within the meaning of the Births and Deaths Registration Act and accordingly they are empowered to register births and deaths under the said Act.

In order to register the birth of a child born to a Sri Lankan national outside Sri Lanka, either the mother or the father of the child should submit an application to the nearest Sri Lanka Diplomatic Mission.

Sri Lankan citizens living in Vietnam may submit their applications to this mission for the registration of their children born in Vietnam.

Documents required
a) Declaration of birth under Section 16 of the Births and Deaths Registration Act :(This declaration has to be made within 03 months of the birth of the child in Registration Form B-4 that can be obtained from this Mission.  However, if the declaration is made after the expiry of 03 months, the Registration Form B-6 should be submitted in addition to the above declaration).

  1. Birth Certificate issued by the competent authority in Vietnam together with the certified English translation.
  2. Passports of the father and the mother.
  3. Birth Certificates of the parents.
  4. Marriage Certificate of the parents.
Registration of Birth under the provisions of the Citizenship Act

Once the birth under the Births and Deaths Registration Act is registered and the Consular Birth Certificate is issued, the application Form for registration under the Citizenship Act will be processed.  The Certificate issued under the Section 5(2) of the Citizenship Act will be necessary to retain the Sri Lankan citizenship of the child. 

In order to register the birth under the provisions of the Citizenship Act, an additional form (Form Citizenship I) has to be submitted by one of the parents.

Applicable Fee
Registration fee of US$ 10/= should be paid by the applicant.  In case the application is not submitted within 01 year of the birth of the child, an additional fee of US$ 5/= should be added for each delayed year.

Method of payment:

Applying in person
Those applying in person at the Embassy could pay the fees in cash (US$ or VND) for which an official receipt would be issued.

Applying by post/courier
Those applying by post/courier should arrange to send registration fee in cash or arrange to remit the fee in US$ or VND through a bank transfer to one of the following bank accounts of the Embassy together with postal charges. A copy of the deposit slip should be attached to the documents sent by mail.

Consular Birth Certificate under the Births and Deaths Registration Act will be issued and sent to the applicant’s address within a week.  Certificates issued under the Citizenship Act will be sent to the applicant only after receiving the same from the Secretary of the Ministry of Internal Security who is the competent authority to issue Certificate of Registration of Birth under the Citizenship Act.

Obtaining Passports  for Children born outside Sri Lanka:

A separate application for a passport for the child born in Vietnam can be submitted together with the application for Registration of the Birth.
